What Gateway 2 is
The Building Safety Act created the Building Safety Regulator (BSR) and made building control for higher-risk buildings its responsibility. Gateway 2 is the point before work starts: the client applies to the BSR, and the application has to show the regulator what is being built, to what specification, and on what basis the work has been planned and costed. Remediation work to an existing higher-risk building goes through the same door.
The part we do is the cost evidence. A Gateway 2 pack that says “recladding, provisional sum” does not answer the question the regulator asked. A cost plan that traces every item back to a numbered elevation, a specification clause and a line in the FRAEW report does.

You are bidding remediation work on a higher-risk building and the main contractor needs a priced scope that stands up in the Gateway 2 submission, not just a lump sum on a letterhead.
Main contractors
You are the applicant or you are supporting one, and you need the remediation cost plan measured and set out against the specification before it goes to the BSR.
Managing agents and registered providers
You hold the building, you have the FRAEW report, and you need a cost that the freeholder, the funder or the leaseholders can read line by line.
What a remediation cost package contains
- Measured scope from the evidence you hold. Areas, lengths and counts taken from the FRAEW or PAS 9980 assessment, the EWS1 position, the intrusive survey record and the as-built elevations. Every quantity refers back to the elevation it came from.
- Access and scaffold schedule. Face by face: length, height to parapet, scaffold height, face area, ground conditions and any restriction on the pavement or the podium. Priced separately from the facade work so the access cost is visible.
- Phasing with residents in place. Work sequenced by elevation or by stair core, with the protection, the out-of-hours restriction and the resident liaison allowance shown as their own items.
- Cavity barriers and fire-stopping. Horizontal and vertical barriers, compartment line fire-stopping, window and door perimeter detail, balcony and soffit junctions, measured to the specified system rather than to a rate per square metre of elevation.
- Waking watch and decant allowances. Carried where you instruct us to carry them, on the duration you give us, and labelled so the regulator and the funder can see what has been assumed.
- Contingency stated separately. Never buried in a rate. The contingency sits on its own line with the reason for it written next to it.
Delivered in Excel in your estimating layout, as a CITE/eBQ file for import, or in the bill format the main contractor has issued. Measured to NRM2 or SMM7, whichever your bill is written to.
What to send
The FRAEW or PAS 9980 report, the survey drawings and any intrusive investigation record, the as-built elevations, the remediation specification or NBS output, the planning conditions, and the date the application is going in. If the design has been through a fire engineer, send that report too. IFC or Revit if a model exists. We do not need one.

Frequently asked questions
Q: Do you prepare the Gateway 2 application itself?
A: No. The application is the client’s, and the design and fire safety evidence comes from the design team. We measure and price the remediation scope so the cost evidence in the pack matches the specification and the drawings that go with it.
Q: Can you price from the FRAEW report alone?
A: We can price the scope the report identifies, but we need drawings to measure it. Where the report describes a defect that the drawings do not resolve, we list it as an assumption with the quantity it affects, so it can be closed out before submission.
Q: How is the scaffold priced?
A: As its own schedule, elevation by elevation, with the face area, the height to parapet and the ground or access restriction recorded for each. Access is usually the item that moves most between options, so it is kept separate from the facade rates.
Q: Do you carry waking watch and decant costs?
A: Only as the client instructs, on the duration you give us, and shown as separate lines. We do not invent a duration for either.
Q: How accurate are the quantities?
A: Quantities are measured to the drawings and the specification you send. Where the information is incomplete we list the assumption rather than absorb it.
